- 2A subject of Nepal or Bhutan, OR
- 3A Tibetan refugee who came to India before 1 January 1962 with intention of permanently settling in India, OR
- 4A person of Indian origin who has migrated from Pakistan, Sri Lanka, Myanmar, Vietnam, or East African countries (Kenya, Uganda, Tanzania, Zambia, Malawi, Zaire, Ethiopia) with intention of permanently settling in India
